Does this refer to the siege of Alexandria?
If so, Umar sends a letter to Amr ibn Al Aas saying that it is because of sins that the victory is not achieved even in 2 years. He asks
the army to seek forgiveness from Allah, and to put the 4 men who were equal to 1000 at the head of the army and to charge at the time of jumu'a prayer when the Muslims are praying for them.
I may be wrong.

salams;
I believe it was that the prophet (saws) asked who will equip the army and by doing so buy themselves Jannah? and uthman (ra) said that he would, he (ra) gave 100 camels. The Prophet saws asked again the same question, and once again Uthman ra said he would. The Prophet saws kept on posing the question, and Uthman ra kept on pledging 100 camels. he (ra) did this 5 times, and so the Prophet saws said that Whatever actions Uthman commits after today, it will not harm him. That was because no amount of bad deeds could equal the amount of thawab that Uthman ra's pledges earned him (ra).
It was on one of Ustaad's cds I was listening to. :D

Assalamu alaikum,
The Muslims raced to spend out money and to pay charities to provide this invasion. ‘Uthman, for instance, who had already rigged two hundred, saddled camels to travel to Ash-Sham, presented them all with two hundred ounces (of gold) as charity. He also fetched a thousand dinars and cast them all into the lap of the Messenger of Allâh (Allah bless him and give him peace), who turned them over and said: "From this day on nothing will harm ‘Uthman regardless of what he does." [Jami' At-Tirmidhi 2/211 (The virtues of 'Uthman)] Again and again ‘Uthman gave till his charity toped to nine hundred camels and a hundred horses, besides the money he paid.
