An 'alim' is a relative term: there is no definite and precise level that one reaches, nor a degree that one stuies for! An alim is decided by his peers; a person's scholarship and writings are judged (informally) by other scholars and they may consider him an alim. It is not an honorary title or a formal title that is bestowed. So its rather a loose term in some senses.
