Leading Prayer Wearing Shorts

There are often debates, particularly between youth and adults about the permissiveness of praying in shorts, even if they cover beyond the knee. Its unfortunate that these debates often isolate the youth.
I'm looking for the exact ruling. Often times people make the distinction of praying and leading the prayer.

I am familiar with the ruling but cannot seem to find it in writing right now. Does anyone have the ruling for what the appropriate dress code is for a brother leading the prayer?
